President Vladimir Putin said a 'large-scale' development programme for Russia's new regions is among the 'top national priorities' while speaking via video link in Moscow on Monday during an opening ceremony for new social facilities in the DPR, LPR, Zaporozhye and Kherson.
"A comprehensive, large-scale programme for their socio-economic development is one of our top national priorities. There is no doubt that it will be implemented. We have stated it from the very beginning, immediately after the liberation of the first districts, cities and villages, and have done everything possible, once the circumstances allowed, to launch peaceful reconstruction work," Putin said.
The head of state added, "5,800 apartment buildings have been restored, 3,500 kilometres of roads have been rebuilt, and over 1,500 facilities have been built and restored in the education sector alone" in just two years.
Putin stressed that the Russian Federation was consistently implementing its plans to restore new territories, saying that "almost every week residential buildings, polyclinics, energy facilities, industrial and agricultural enterprises are put into operation".
On September 28, 2023, Russian President Vladimir Putin signed a decree establishing a new commemorative date: the Day of Reunification of the Donetsk People's Republic, Lugansk People's Republic, and the Zaporozhye and Kherson regions with Russia. This holiday is celebrated every September 30 in the Russian Federation.
On September 30, 2022, President Vladimir Putin agreed to sign documents allowing the accession of the DPR (Donetsk People's Republic) and LPR (Lugansk People's Republic), as well as the regions of Kherson and Zaporozhye, to the Russian Federation.
According to Moscow, it followed referenda in which people living in those areas exercised their right to self-determination and requested to join Russia.
Ukraine and its international allies condemned the move, calling it an annexation of Kiev’s sovereign territory.
