Russian President Vladimir Putin commented on the attack by the Ukrainian Armed Forces (AFU) on Russia’s Kursk region bordering Ukraine, calling it 'another large-scale provocation', as he held a meeting with government officials in the Moscow region on Wednesday.

"As you know, the Kiev regime has committed another large-scale provocation. It is firing indiscriminately using various types of weapons, including missiles, at civilian buildings, residential houses and ambulances. Immediately after our meeting, I will have a meeting with the heads of the security agencies, the Defence Ministry, the General Staff, the FSB (Federal Security Service), I mean the FSB’s department responsible for border security, and I will hear another report from my colleagues on what is happening in Kursk region," he stated.

The Russian leader assigned First Deputy Prime Minister Denis Manturov to supervise aid distribution to Kursk region residents.

According to the Russian Defence Ministry, units of the Armed Forces of Ukraine (AFU) "launched an attack at the positions of the Russian State Border Covering Forces near Nikolayevo-Daryino and Oleshnya in the Kursk region" from 8 am (Moscow time) on Tuesday. The ministry also claimed that Russian forces continued to repel the attacks and hit the AFU in the border areas as well as reserves in Ukraine’s Sumy region, destroying '16 Ukrainian armoured vehicles' during the fighting.

The ministry added on Wednesday that Russian troops jointly with Federal Security Service border guards "have been destroying armed formations of the Ukrainian Armed Forces during the last night in Kursk region’s areas immediately adjacent to the Russia-Ukraine border."

"Air and missile strikes, artillery fire as well as units of the State Border Covering Force prevented the enemy from advancing deep into the territory of the Russian Federation in Kursk direction. The enemy's reserves have been damaged close to Basovka, Zhuravka, Yunakovka, Belovody, Kiyanitsa, Korchakovka, Novaya Sech, Pavlovka, and Gorodishche in the Sumy region," the report further stated.

Media outlets citing Health Minister Alexei Kuznetsov's aide reported on Wednesday morning that 24 people had been injured during the assault, including six children, according to Russian Presidential Commissioner for Children's Rights Maria Lvova-Belova.

Acting regional Governor Aleksei Smirnov wrote via his Telegram channel on Tuesday that the situation on the border remained tense, reporting several victims. On Wednesday morning, he added that Russian air defence 'downed three Ukrainian aircraft-type UAVs' and 'two Ukrainian missiles over the Kursk region'.

Russian Foreign Ministry spokesperson Maria Zakharova described the assault as a 'terrorist attack', asserting it was 'aimed against civilians'.

The Russian Investigative Committee initiated a criminal investigation into the attack under several articles, including articles 205 ('Terrorism'), 105 ('Murder'), 222 ('Illegal bearing of firearms and ammunition'), and 317 ('Attempt on a law enforcement officer’s life').

The Ukrainian side has not commented on the Russian Defence Ministry's claims at the time of publication.

Moscow launched a military offensive in Ukraine in late February 2022 after recognising the independence of the Donetsk and Lugansk People's Republics (DPR and LPR), claiming that Kiev had failed to guarantee their special status under the 2014 Minsk Agreements, and urging Ukraine to declare itself officially neutral and give assurances that it would never join NATO.

Kiev denounced the Russian action as an invasion. Ukraine's Volodymyr Zelensky imposed martial law throughout the country, announcing a general mobilisation, while the EU and the US imposed several rounds of sanctions on Moscow.
