The United Nations Security Council holds its annual meeting on the work of the UNSC Committee 'to stop non-state actors from obtaining weapons of mass destruction (WMD)' on Monday, March 16.
Formed by Resolution 1540 in 2004, it obliges states to put in place national controls to prevent the spread of nuclear, chemical, and biological weapons.
Russia and China repeatedly accused the United States of attempting to broaden the mandate of the expert groups far beyond the original intention, with Washington and allies accused of playing politics and infringing on national sovereignty.
