The United Nations Security Council holds an emergency meeting on Ukraine at HQ in New York on Friday.
It was requested by Ukraine itself, following waves of Russian strikes earlier this week. President Volodymyr Zelensky accused the United States of an 'unwillingness' to help his country.
Moscow said the 'massive strike' was on military-industrial facilities in Kiev and other regions, using high-precision land-, sea- and air-launched weapons, including drones. Russia had promised a response after Ukraine continued to hit its oil refineries.
Secretary of Marco Rubio said the conflict was at a 'stalemate' and needed a negotiated settlement while the Kremlin said the US dipomat was 'actually right'. Donald Trump told Kiev to stop hitting the refineries, saying it was driving up prices and causing shortages.
